The Carmel Highlands Onsite Wastewater Management Plan (OWMP) was adopted by the Monterey County Board of Supervisors on December 15, 2009. The Central Coast Regional Water Quality Control Board approved the OWMP and its recommendations on February 24, 2010. The Environmental Health Bureau is currently evaluating onsite wastewater applications in the Carmel Highlands based on the intent of the OWMP and plans to return to the Board of Supervisors to recommend approval of amendments to County code as prescribed by the OWMP.
