Mission Statement: The EMS Agency's mission is to foster the most effective and rational system for provision of medical care to pre-hospital emergency patients throughout Monterey County.

This division plans, coordinates and evaluates emergency medical services to ensure that emergency medical care is available and consistent at the emergency scene, during transport and in the emergency room. The Monterey County EMS System consists of over 100 fire and lawweb enforcement agencies, ambulance providers, hospitals, and emergency communications.

CSA 74 Fund

There are six general requirements that are supported by CSA74 funds:

  • Provide for paramedic ambulances staffed with at least one paramedic and one emergency medical technician;
  • Make available EMS training programs for pre-hospital care personnel;
  • Provide funding to train, certify, and recertify emergency medical 9-1-1 dispatchers, first responders and mobile intensive care nurses, and to equip first responder vehicles with appropriate medical equipment;
  • Expand and upgrade the specialized medical radio communications system equipment and operators;
  • Provide financial assistance to designated ALS base hospitals; and
  • Provide necessary staffing and support to the EMS Agency.

In 2011, twenty-seven (27) independent jurisdictions received both a one-time and annual supplement from the CSA 74 Fund to support EMS training and equipment activities. In concert with multiple agencies, a distribution formula was established that provided an equitable share of available funds. A minimum formula allocation of $2,500 per entity was established to ensure even our smaller, remote activities would annually benefit from the distribution of CSA 74 funds. 

All jurisdictions receiving CSA 74 funds are required to maintain training and equipment records; and comply with all accepted financial management requirements and procedures and be subject to periodic audits by the Monterey County Auditor Controller and the parent agency’s governing body.

In June 2011, a Memorandum of Understanding (MOU) was executed between the Monterey County EMS Agency and each of the fund recipients. In addition, a Special Fund was allocated to support CSA 74 fund non MOU participants and collaborative (regional) activities by MOU participants.

Medical Marijuana Identification Card Program (MMICP)

The Medical Marijuana Identification Card Program (MMICP) was established by the State of California following the passage of SB 420. MMICP requires counties to administer a voluntary card registration program that identifies medical marijuana patients. Patients can use the identification card as evidence that they have received a recommendation from their physician to use marijuana for medicinal purposes.
